It's what you say to someone you're asking to do something for you. It's also what you say to mean "say hello to ... for me", as in "Hello to your parents".

In this song, Yoroshiku Kamen is also the name of a sentai character. The name is intended to be very ridiculous, and cheery to the point of being cheesy.
