[1] In Chaos;Head, "Noah II" is a device, developed by the Nozomi Technologiy Group, that gives its users the ability to manually induce a "real boot" (see Note [7]). In that sense, it can also be considered an artificial gigalomaniac (see Note [4]).
[2] The original word used, "RIAjuu" (RIARU, real + juujitsu, fullness), refers to someone who has an actual fulfilling social and/or love life, as opposed to those who spend all day indulging themselves in the virtual world.
[3] "Megalomania" is a psychological condition characterized by excess delusional fantasies, so a "megalomaniac" is someone with such delusions.
[4] The "gigalomaniacs" are not simply upgraded "megalomaniacs"; in Chaos;Head, they are a special group of people capable of seeing others' delusions, as well as turning their own delusions into reality by means of a "real boot" (see Note [7]).

[6] A "scrambling" is a rapid deployment of fighter aircraft to counter an incoming threat.
[7] The Chaos;Head-specific term, "real boot", refers to the gigalomaniacs' ability to turn their delusions into reality by interfering with the Dirac sea (see Note [14]). It's somewhat similar to hypnosis, except that what it alters is reality itself, not merely people's perception of reality.
[8] This line is a direct reference to the increasingly widespread phenomenon of "hikikomori", people who have chosen to withdraw from their social life. In a sense, it can be loosely considered the antonym of "RIAjuu" (see Note [2]).
[9] The gal games (gyaruge) are a genre of dating games in which players, usually male, can interact with attractive girls. When pornographic in nature, it's also called "eroge" (known as "Hentai games" outside Japan).
[10] "Daga kotowaru!" ("But I must decline!") is a popularized character tag (see Note [11]) that's usually indicative of an imminent reversal of a bad situation, often for the protagonist(s).
[11] In Japanese, the word "FURAGU (flag)", when used in stories, refers to a character tag that signals to the readers/viewers that something represented by that tag will happen to the character who has been tagged. For example, when a good character, who's about to go on a dangerous mission, says to his girlfriend/fiancée, "When I return, let's get married.", then it can be inferred that he will most likely die and never be able to return. The example shown is a specific case of flag: the "shibou FURAGU" ("Death flag"). The song alludes to a more general flag to "proceed to the heroine's route", i.e. to change the course of the storyline towards the specific ending of said heroine.
[12] An "error" is another term specific to Chaos;Head, simply another name for the gigalomaniacs' delusions.
[13] The GEROKAERUn (Gero-Frog) is a popular mascot/brand in Chaos;Head.
[14] In Chaos;Head, the Third Melt is an experimentally induced earthquake with a magnitude equal to that of the Kanto Earthquake (8).
[15] The Dirac sea is a theoretical model of the vacuum as an infinite sea of particles with negative energy. In Chaos;Head, the gigalomaniacs may interfere with the Dirac sea to support their real boot.
